About our dual study programmes

The BASS course is a dual course of study in which the theoretical knowledge is taught both in online modules ("blended learning") and on attendance weekends in the classrooms of Fulda University of Applied Sciences, while the practical part of the course takes place in the Jobcenter's specialist departments.

This programme focuses on

  • Psychosocial counselling / advice, case management
  • Labour economics, promotion of participation in working life
  • Social/administrative management
  • Law (especially social/administrative law)
  • Specialisation options in the following areas, among others:
    • Health and labour;
    • Counselling adolescents and young adults;
    • Promoting the labour market participation of migrants;
    • social law;
    • socio-spatial perspectives.

This forms the basis for successful employment in the "Labour Market and Integration" department after graduation. In a total of seven semesters (42 months), you will gain the qualification for the higher, non-technical administrative service in an employment relationship.

During this time, you will pass through many different specialist departments so that you can gain an insight into many Jobcenter processes and acquire the necessary knowledge to successfully complete your training. You will gain an insight into the following fields of activity:

  • Job placement (U25/Ü25/50+ teams),
  • Employer service,
  • Specialist centre for new immigrants,
  • Measures management,
  • benefits processing,
  • customer counter,
  • field service,
  • Appeals office,
  • Legal department,
  • Immigration Office of the City of Rüsselsheim,
  • Financial Controlling/Statistics.

"BASS" at a glance:

  • 3 ½-year dual study programme,
  • Attendance times once a month on Fridays and Saturdays at the modern university in Fulda,
  • Blended learning, online-supported,
  • Maximum of 30 people per study group,
  • independent case management in our Jobcenter, four days (25 hours) per week,
  • Social and administrative law as well as counselling and placement of jobseekers.

This course of study is also carried out in a dual system, in which theoretical knowledge is taught in block models at the Hessian University for Public Management and Security in Wiesbaden and practical knowledge is taught during the internship phases at the Jobcenter.

This degree programme focuses on

  • Law, specialising in general and special administrative law, constitutional law, European law, fundamentals of private law, service law
  • Administrative sciences, specialising in administrative theory, information and communication technology, administrative informatics
  • Economics, specialising in business administration, public finance and economics
  • Social sciences, specialising in sociology, political science and social psychology

The proportion of law subjects comprises at least half of the overall programme.

In principle, this degree programme is offered for benefit processing, where the main tasks are checking the eligibility requirements of applicants, determining requirements, issuing notifications and making payments of benefits in accordance with SGB II.

This degree programme has a standard duration of six semesters (36 months) and mainly involves dealing with legal regulations and their application. To this end, you will visit various departments during the work placement phases in order to familiarise yourself with and apply the diverse legal bases of the public service.

  • legal office,
  • Job centre (U25/Ü25/50+ teams),

  • personnel management,
  • Finance,
  • controlling/statistics.

The degree programme at a glance:

  • 3-year dual study programme with study and practical phases,
  • Study programme at the Hessian University of Applied Sciences for Public Management and Security (HöMS) in Wiesbaden,
  • Bachelor's thesis and colloquium at the end of the programme,
  • Practical phases in our Jobcenter with a 5-day week (39 hours),
  • legal, political, economic, financial and business fundamentals.

Are you interested in what you earn? Remuneration in the public sector is transparent.

Our students on the Bachelor's degree programmes "Social Security, Inclusion and Administration" and "Public Administration" receive a monthly salary based on the years of training. This currently amounts to:

■ in the 1st year of training € 1,158.90

■ in the 2nd year of training € 1,218.84

■ in the 3rd year of training € 1,273.82

■ in the 4th year of training € 1,350.11 (only applies to the BASS degree programme with seven semesters of study)

Are you also interested in what earning opportunities you have with us after completing your studies? After successfully completing your studies with a Bachelor of Arts degree, you will usually receive an offer of employment from us, which corresponds to a full-time job with remuneration in pay group 9c TVöD. If you conclude a contract with us, you will receive €6.65 per month in capital-forming benefits upon application. In addition, you will receive a special annual payment of 90% of your November salary ("Christmas bonus").

We cover all your tuition fees, the cost of teaching materials and your travelling expenses. On the "BASS" degree programme, you will also incur accommodation costs on the weekends you attend. We will also cover these costs for you.

You will also receive an RMV job ticket from us, which is valid for the entire RMV area and includes the RMV travel allowance. You can also use the job ticket in your free time.
